Russians say that they are very short of fighter pilots. They only have 1200 of them total. But take notice that it used to be the norm that Russian bomber, fighter- and attack aircraft on and off up to the war in Ukraine started regularly flew on mock missions against us Swedes. Now it seems like Russian sorties against Sweden have totally halted. The thing is that in Ukraine a lot of the spare part factories for the Russian airforce aircraft are located. It has been so since the Soviet Union existed.
Say that it is the lack of pilots that is the key factor, then they should at least fly some mock sorties against Sweden. If it on the other hand is the lack of spare parts and maintenance it makes sense that they seem to have stopped flying mock sorties against Sweden altogether.
